HERO: Home Energy Renovation Opportunity Program


The HERO program is now available to Watsonville homeowners.

The HERO program is now available to Watsonville homeowners.  HERO, which stands for Home Energy Renovation Opportunity, provides a unique financing option for homeowners who want to install energy efficiency upgrades in their home.  The program, which was approved by the City Council in the fall of 2016, allows homeowners in Watsonville another way to finance energy efficient improvements. 

What’s different about the HERO program is that the cost of improvements is repaid through your property taxes, and any unpaid balance can be transferred to the new owner if you decide to sell your home.  Approval for financing is primarily based on the equity in your home and the debt payment history, rather than the owner’s credit score.  If you have an impound account with your mortgage company, your monthly payment would increase to reflect the payment of the HERO loan.

HERO will finance 100% of the cost to purchase and install eligible products, with fixed rates and flexible terms between 5-25 years, depending on the useful life of the improvements.   With this program you don’t have to spend any money out of pocket to install an energy saving water heater, new solar panels, or a variety of other energy efficiency projects.

Eligible projects:

  • Solar panels
  • Energy efficient windows
  • High efficiency heating, ventilation and air conditioning systems
  • Lawn replacement
  • Low flow fixtures such as faucets, toilets, shower heads and drip irrigation
  • Lighting and lighting control systems
  • Water heaters
