Freedom Green Valley Water & Sewer Improvements
The project will rehabilitate or replace approximately 3,000 linear feet of existing sewer and 2,625 linear feet of existing water pipelines that are aging and have reached the end of their useful life.
Work is anticipated to begin in late spring and continue through late fall 2022. We understand this project will create an inconvenience for the traveling public and appreciate your patience while we replace this aging infrastructure. This underground utility project will be closely followed by the Freedom Blvd. Road Reconstruction Project from Alta Vista to Green Valley Rd. That project is anticipated to bid in the early fall, with construction beginning at the end of 2022 and continuing through the majority of 2023. Project Updates
August 24, 2022
The Contractor has one crew working for the remainder of August. The crew will abandon a sanitary sewer manhole near the intersection of Quinn and Green Valley Road. During this work, traffic control will be in place, which may limit travel to one lane open in each direction. Access to businesses, residences, and emergency vehicles will remain open at all times. Traffic delays are anticipated and when possible, alternate routes are recommended to avoid the area. The crew will also install one new manhole near the intersection of Green Valley Road and Freedom Blvd. Traffic Control will be in, which may also limit travel to one lane in the southbound direction. Finally, asphalt pavement restoration work will occur within the trenches. This may also cause delays in the southbound direction as it is a moving operation.
July 20, 2022: The contractor has two crews continuing sewer replacement this week. One crew is continuing work on Quinn Avenue and will transition to Green Valley Road between Freedom Boulevard and Carnation Drive. During this work, traffic control will be in place that will limit travel to one lane open in each direction. The second crew is working on Freedom Boulevard between Burchell Avenue and Coffee Lane. One lane will be open in the eastbound direction during working hours. Access to businesses, residences, and emergency vehicles will remain open at all times. Traffic delays are anticipated and when possible, alternate routes are recommended to avoid the area.
July 12, 2022: In addition to the sewer line work on Freedom Boulevard between Sydney Avenue and Davis Avenue, the contractor has mobilized a second crew to begin sewer replacement on Quinn Avenue off of Green Valley Road. Access will remain in place for residents and emergency vehicles on Quinn Avenue during the construction work.
July 5, 2022: For the next couple of weeks, the contractor will be working on Freedom Boulevard between Davis Avenue and Clifford Avenue alternating between both the eastbound and westbound directions. A minimum of one lane will be open in each direction as the trenching work progresses. Access to emergency vehicles and to residences and businesses will be maintained at all times.
June 24, 2022: For the next couple of weeks, the contractor will be working on Freedom Boulevard between Landis Avenue and heading toward Green Valley Road. One lane will be open in the eastbound direction on Freedom as the trenching work progresses. The right turn lane on Green Valley Road will be subject to closure as the trenching work gets closer to the intersection, though right-hand turns will still be allowed through the traffic-controlled lane shift.
June 15, 2022: After material delivery delays due to supply chain demand, the contractor is finally set to mobilize on site starting the week of Monday, June 20th.The first order of work will be mobilization, sawcutting, and potholing in various locations along Green Valley Road and Freedom Boulevard, prior to beginning sewer trenching work later next week. Check back for updates on upcoming locations as the work progresses.
March 1, 2022: The contractor, K.J. Woods, is preparing submittals and procuring materials for the project. The larger diameter pipe materials have longer than anticipated lead times due to current global supply chain issues. Because of this, on-site construction work is not anticipated to begin until early May 2022.
January 4, 2022: Bids were opened on December 16, 2021. The apparent low bidder is K.J. Woods Construction. Award of the contract will go to Council for approval at the January 11, 2022 meeting. Staff is recommending award of the two bid add alternates as well for a total project cost of $3.74 Million. See map below for project location including add alternates. Construction is likely to begin in February, weather permitting.
November 1, 2021: The City has completed the design of the project, and City Council has approved the plans and specifications for advertising. The bid opening date is scheduled for December 1, 2021. The bid documents are publicly advertised on ebidboard which can be accessed here.
