The Finance Department is responsible for Finance, Purchasing, Billing, Insurance, Information Services, Geographical Information Systems (GIS). The department is also responsible for the Risk Management Fund under the Internal Service Fund section.

The Finance Division provides Accounting, Accounts Payable, Accounts Receivable, Investment, Grant Management, Payroll, Debt Management, Budgeting, Risk Management and Auditing services. The division’s primary objective is to ensure that fiscal resources are properly accounted for, used and maximized by the City and made available for the public. The Purchasing Division assists City Departments in acquiring a wide variety of equipment, supplies and services. The division is responsible for ensuring that all procurement activities are performed within legal guidelines specified in the City Municipal Code and the State of California Uniform Competitive Procurement Practices Act.

The Billing Division administers the City’s utility bills for Water, Wastewater and Solid Waste for over 15,000 accounts. It also administers the City’s Business License Ordinance as well as Accounts Receivable.

The Insurance Division, in the General Fund, accounts for the expenses associated with providing insurance coverage for Worker’s Compensation and for City property. These monies are then transferred into the Risk Management Fund.

The Information Services Division provides support for the mainframe, microcomputing, and telecommunication (networks, telephone, voice-mail) needs of the City. It assists departments in their use of these resources, as well as other aspects of computing and automation.

The GIS Center works within the Information Services Division and provides GIS database and map-making services for all City departments, as well as related programs. In addition, it has expanded its capabilities to provide contract services to outside agencies such as the Pajaro Valley Unified School District. GIS is used to enhance the availability and presentation of parcel-based information through map-based graphics.
