New City Manager Appointed


Following an extensive and competitive recruitment process over the past seven months, the City Council appointed Charles A. Montoya as Watsonville’s new City Manager at Tuesday’s, October 13, 2015 City Council meeting.

The nationwide search was conducted by Jim Armstrong of Ralph Andersen and Associates, an executive recruiting firm out of Rocklin, California. The post was vacated by Carlos Palacios who served over 18 years as City Manager and resigned in January to become Deputy County Administrator for Santa Cruz County.

The City Council solicited public input early during the search process to identify the key qualities that the Watsonville community desires in a new City Manager. These qualities included strong communication, organizational, financial management, and economic development skills. When the initial search effort did not produce a viable candidate who met the needs and requirements of the City, a new search was re-initiated. Mr. Montoya was one of several highly qualified finalists interviewed by the City Council.

Mayor Nancy Bilicich states, “We are very excited to have found someone as qualified and enthusiastic to become our next City Manager. Mr. Montoya’s background strongly fits the needs of the City. This was a unanimous decision of the Council and we look forward to his leadership”.

Mr. Montoya brings over twenty three years of professional management experience at municipal, county, and state government levels. He most recently served as the Town Manager for the City of Florence, Arizona. Here he 1 demonstrated success in enhancing economic development activity in the downtown area, greatly improving the permitting process to encourage development, increasing capital project completions, and continuing to provide core services during a downturn in the economy. Prior to this, he served as the Director of Finance in the Town of Castle Rock, Colorado. He has a Master in Public Administration from the University of New Mexico and a Bachelor of Business Administration from New Mexico State University.

Mr. Montoya will be earning a salary of $195,000 per year and is expected to officially begin with the City on November 30, 2015.

There are definitely big footsteps to follow after Mr. Palacios, and I appreciate the opportunity to be part of the City and to work with the Mayor, Council, Community, and Staff to continue to move forward. The Mayor and Council have placed a considerable amount of time in the selection process and have conveyed their concerns, importance of the community, and its future. I am very fortunate and excited at the same time, to be part of the community. I look forward to working together, learning, understanding, and listening to what we can do to move forward together, whatever pace that is, just working together. I plan to reach out to the community, its organizations, the leadership, and City employees to help me learn and understand where we were, we are, and where we should be going.”
